Range + Target Activities

Rules + Updates

Formerly known as Shooting Sports, Range + Target Activities has new rules that will go into effect on Sept. 1, 2024.

More information will be provided once these changes go into effect. A new manual is set to be release with additional information in it.

All Units

The following applies to all units:

1.  Name change to Range & Target Activities.  No longer Shooting Sports.

2.  It is no longer permissible to bring personal firearms or ammo to use on camp property.  All Firearms and ammo will be supplied by the council going forward. 

3. Fee structures are changing in order to account for the purchasing of ammo.

4. A new training will be released on 9/1 that can be found on My.scouting.org.  In order for units to hold a shooting event, they must have at least one person that has taken this training on the range in addition to the other required positions such as an RSO and an Instructor.

For Troops

The following applies to Troops:

1. Units may go to Commercial ranges and take personal firearms and ammo.  Commercial ranges have been defined as follows:

a.  A commercial firearm range is a supervised facility that offers a controlled environment for safe firearm practice. It will provide shooting lanes, targets, and may offer equipment rentals and training in safe firearm handling and marksmanship. Standard operating procedures are required for each firearm type used on-site.  Scouting’s range and target activities must follow all of Scouting’s range and target activities policies or range standard operating procedures that are equivalently stringent, including no variation from Scouting’s limitations on firearms used. These ranges may be operated by a licensed business, a government entity or non-profit.

b. A makeshift range on personal land is NOT permitted. There is no exception process, or range approvement letter anymore.

2. A new training will be released on 9/1 that can be found on My.scouting.org.  In order for troops to hold a shooting event, they must have at least one person that has taken this training on the range in addition to the other required positions such as an RSO and an Instructor.

3. The Pistol Marksmanship Program has been retired and replaced with the NRA First Steps Pistol program.  This is not a Unit activity.  This may be conducted at an accredited camp program, or a council organized one day event.  This activity is for scouts that are 13 and completed the 8th grade or 14 and older.

For Venturing + Sea Scouts

The following items are for Venturing and Sea Scouts:

1. Rifle use has been limited to no more than .22 caliber, .177 caliber air rifles, and Muzzle Loaders.  All other caliber types are prohibited.

2.  Hunting is no longer part of the venturing program.  Hunters Ed programs are still acceptable.

3.   Unit level pistol programs are prohibited.  This is replaced by the NRA First Steps Pistol Orientation and my only take place at an Accredited camp program or a council organized event.

4. Muzzle Loading Pistols are prohibited.
